People
might say that Pat Manger is completely dedicated to his job – and
they’d be right. In his role as the Clermont County Engineer, Pat is
dedicated to many things related to Clermont County’s 400 miles of
roads and nearly 400 bridges – especially, safety.
Since his appointment as Clermont County Engineer in June 2003, Pat
has worked diligently to ensure that Clermont County’s roads and
bridges are safe and efficient for travel. He is committed to making
sure roadways are well-maintained and that travelers have good
access to homes and businesses.
On a daily basis, he coordinates and consults with many of Clermont
County’s agencies including commissioners, sheriff’s office, county
auditor, township trustees and city councils to ensure that his
office’s activities and goals meet the needs of the entire county.
Pat also is concentrated on balancing the efforts needed to maintain
the existing infrastructure and investments already made with the
need to provide a comprehensive plan for the future. As Clermont
County continues to grow so, too, will its transportation system. He
has developed a comprehensive five-year plan for capital
improvements that address roadway safety and capacity issues
throughout the county. Also, through better organizing creating
efficiencies in the engineer’s office (both staff and capital) he
has put a financial plan in place that ensures each of the items in
the five-year plan will be completed on time and on budget.
His county engineering experiences began in college in the late
1980’s, as a summer intern with the Delaware County Engineer’s
Office in central Ohio. He learned firsthand of the workings and
importance of existing county roadways and the development of new
ones. County engineering became his passion and his major in college
(he graduated with a B.S. in Civil Engineering in June 1989). Pat’s
engineering experience complements every aspect of the planning
process and makes him an excellent resource for Clermont County.
Prior to his current position, Pat held county engineering roles in
small, more rural counties (Ashland County, OH) as well more rapidly
expanding and thriving counties (Warren County, OH). The diversity
of working in counties with varying sizes and structures – with
direct responsibility for strategic planning, budget, maintenance,
and new construction - has enabled Pat to transition into the County
Engineer role in Clermont County with ease.
Knowledge of the latest highway safety laws, road specifications and
industry trends is critical in the County Engineer’s role. To stay
current, Pat is affiliated with numerous organizations and
associations: the National Association of County Engineers (NACE),
the American Society of Highway Engineers (ASHE), the National
Association of Counties (NACo), the County Engineer’s Association of
Ohio (CEAO), the Ohio-Indiana-Kentucky Regional Council of
Governments (OKI), and the Clermont County Township Association.
One of seven children, Pat grew up in the Columbus area. He attended
Ohio State University and received his Bachelor’s Degree in Civil
Engineering in 1989. He has lived in Miami Township, Clermont County
for nearly five years with his wife Amy and their two children and
is an active volunteer in the community.
Pat was elected to a four-year term in November 2004. He welcomes
